Abstract: การศึกษาวิจัยครั้งนี้เป็นการศึกษาสภาพการดำเนินงานห้องสมุดมีชีวิตของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาลำพูน เขต1 ปีการศึกษา2550 กลุ่มตัวอย่างที่ศึกษาประกอบด้วยผู้บริหารและครูบรรณารักษ์ จำนวน 166 คนืเครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามชนิดตรวจสอบรายการ แบบสอบถามชนิดมาตราส่วนประมาณค่าและแบบสอบถามปลายเปิด สถิติที่ใช้ในการวิจัย คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตราฐาน ผลการวิจัยพบว่า สภาพการดำเนินงานห้องสมุดมีชีวิตของโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาลำพูน เขต 1 ภาพรวมมีการปฏิบัติในระดับมาก โดยในด้านการบริหารจัดการห้องสมุดมีชีวิต มีการปฏิบัติระดับมาก ในการจัดโครงสร้างการบริหารห้องสมุดมีชีวิต การกำหนดปฏิทินงานและการจัดทำคำสั่งแต่งตั้งคณะกรรมการห้องสมุดมีชีวิต ปัญหาที่พบ คือโรงเรียนขาดแคลนบุคลากรที่จะปฏิบัติงานประจำห้องสมุด ครูบรรณารักษ์หรือผู้มีหน้าที่ดูแลรับผิดชอบงานห้องสมุดมีภาระในการสอนมากเกินไป แนวทางแก้ไข คือ ผู้บริหารควรจัดให้มีบุคลากรมาปฏิบัติหน้าที่ประจำห้องสมุด ในด้านการจัดทรัพยากรสารสนเทศ มีการปฏิบัติระดับมาก ในการใช้คอมพิวเตอร์บันทึกฐานข้อมูลสารสนเทศต่างๆเกี่ยวกับห้องสมุดมีชีวิต ปัญหาที่พบคือ งบประมาณสนับสนุนที่ได้รับการจัดสรรในการจัดการสารสนเทศ ไม่เพียงพอ แนวทางแก้ไข คือ โรงเรียนควรขอการสนับสนุนงบประมาณจากผู้ปกครอง ชุมชนและองค์กรต่างๆ ในด้านการบริการและจัดกิจกรรมส่งเสริมการเรียนรู้ มีการปฏิบัติระดับมาก ในการจัดบริการประเภทต่างๆให้สอดคล้องกับหลักสูตรการใช้คอมพิวเตอร์สืบค้นข้อมูลและสารสนเทศ ปัญหาที่พบ คือ การขาดงบประมาณในการจัดหา สื่อ วัสดุ อุปกรณ์ให้มีคุณภาพและเพียงพอในการจัดกิจกรรมส่งเสริมการเรียนรู้อย่างหลากหลายและต่อเนื่อง แนวทางแก้ไข คือ การให้ผู้แทนชุมชนหรือผู้ปกครองเข้ามามีส่วนร่วมรับรู้และหาแนวทางแก้ไขร่วมกัน
Abstract: This research was aimed to study the state of Library Mangement in schools attached to the office of Lamphun Educational service 1,in the academic year of 2007.The sample were 166 of classroom teachers. The research tools were checklist,rating scale and openended questionnaires.The data were analyzed through the application of frequency,percentage,mean and standard deviation. The results of the research were revealed that the living library management in schools was rated at a high level.In living library management sector had a high level in structuring and living library administration,fixing schedule and forming the living library committees.The problem was lacking the personnel sector.The librarians had much more tasks of teaching.Therefore,the administrators should find the way to get personnels working in libraries. In managing information resourch was at a high level in using computers for recording all data informations of living libraries.The problem was lacking budget from the government for providing enough up-to-date printed materials.Therefore,there should be mannaged by way of charity activity or donated from government and private organization.In service and educational activities sector was at a high level,too.In many kinds of service were concerning educational curriculum and using computers searching knowledge information.For this problem was lacking budget to provide enough quality multimedia and mater ils for serving learning activities.In these cases of problem,there should have the participation of community or parents association to plan and find the properly methods for for the development of living libraries.

Abstract: การวิจัยครั้งนี้เป็นการวิจัยและพัฒนา มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพปัจจุบัน ปัญหาและความต้องการพัฒนาการบริหารห้องสมุด 3 ดี ของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรเขต 2 2) เพื่อศึกษาแนวทางการบริหารห้องสมุด 3 ดี ของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรเขต 2 3) เพื่อสร้างรูปแบบการบริหารห้องสมุด 3 ดี ของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรเขต 2 และ 4) เพื่อนำเสนอรูปแบบการบริหารห้องสมุด 3 ดี ของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรเขต 2 การดำเนินการวิจัยแบ่งเป็น 4 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน ปัญหาและความต้องการพัฒนาการบริหารห้องสมุด 3 ดี จากกลุ่มเป้าหมาย จำนวน 191 คน โดยใช้แบบสอบถามความคิดเห็นแบบประมาณค่า 5 ระดับ มีค่าความเชื่อมั่น เท่ากับ 0.97 ระยะที่ 2 ศึกษาแนวทางการบริหารห้องสมุด 3 ดี จากกลุ่มเป้าหมายที่มีความเป็นเลิศด้านการบริหารห้องสมุด จำนวน 6 คน โดยใช้แบบสัมภาษณ์เชิงลึกอย่างมีโครงสร้าง ระยะที่ 3 สร้างรูปแบบการบริหารห้องสมุด 3 ดี จากการสังเคราะห์ผลการศึกษาระยะที่ 1และ 2 ร่างเป็นรูปแบบ พร้อมกับจัดทำคู่มือดำเนินการตามร่างรูปแบบและตรวจสอบโดยผู้เชี่ยวชาญ จำนวน 5 คนและระยะที่ 4 นำเสนอรูปแบบการบริหารห้องสมุด 3 ดี โดยการประชุมกลุ่มสนทนาผู้มีส่วนได้ส่วนเสีย จำนวน 17 คน เพื่อนำเสนอและประเมินความเหมาะสม ความเป็นไปได้ของรูปแบบและคู่มือดำเนินการตามรูปแบบการบริหารห้องสมุด 3 ดีของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรเขต 2 ผลการวิจัย พบว่า 1. ผลการศึกษาสภาพปัจจุบัน ปัญหาและความต้องการพัฒนาการบริหารห้องสมุด 3 ดีของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรเขต 2 พบว่า สภาพการบริหารในภาพรวมมาตรฐานทุกด้านอยู่ในระดับมาก เมื่อแยกเป็นรายด้าน พบว่า ด้านที่มีการปฏิบัติสูงสุด คือ ด้านผู้บริหาร ปัญหาในภาพรวมมาตรฐานทุกด้านอยู่ในระดับปานกลาง เมื่อแยกเป็นรายด้าน พบว่า ด้านที่มีปัญหามากที่สุด คือ ด้านทรัพยากรสารสนเทศ ความต้องการพัฒนาในภาพรวมมาตรฐานทุกด้านอยู่ในระดับมาก เมื่อแยกเป็นรายด้าน พบว่า ด้านที่มีความต้องการพัฒนามากที่สุด คือ ด้านทรัพยากรสารสนเทศ 2. ผลการศึกษาแนวทางการบริหารห้องสมุด 3 ดี พบว่า รูปแบบที่เหมาะสมต่อการบริหารห้องสมุด 3 ดี ได้แก่ ใช้หลักการบริหารแบบมีส่วนร่วมของทุกฝ่ายที่เกี่ยวข้อง ผู้บริหารให้ความสำคัญในการบริหารและการดำเนินการ ห้องสมุดมีบรรยากาศน่าเข้าใช้ มีสื่อเพียงพอและจัดกิจกรรมสอดคล้องกับความต้องการของผู้เรียน 3. ผลการสร้างรูปแบบการบริหารห้องสมุด 3 ดี พบว่า ร่างรูปแบบการบริหารห้องสมุด 3 ดี ประกอบด้วย 6 องค์ประกอบใหญ่และประเด็นย่อย 55 ข้อ ได้แก่ 1) วัตถุประสงค์ของรูปแบบจำนวน 3 ข้อ 2) หลักการของรูปแบบ จำนวน 4 ข้อ 3) ระบบและกลไกของรูปแบบ จำนวน 4 ข้อ 4) วิธีการดำเนินงานของรูปแบบ จำนวน 36 ข้อ 5) แนวทางการประเมินผลของรูปแบบจำนวน 3 ข้อ และ 6) เงื่อนไขของรูปแบบ จำนวน 5 ข้อ ด้านผลการวิเคราะห์ความเหมาะสมของรูปแบบในภาพรวมอยู่ในระดับมาก ส่วนความเป็นไปได้ในภาพรวมอยู่ในระดับมาก ด้านความเหมาะสมและความเป็นไปได้ของคู่มือดำเนินการตามร่างรูปแบบในภาพรวมอยู่ในระดับมากที่สุด ด้านข้อเสนอแนะ ผู้เชี่ยวชาญให้ปรับปรุงแก้ไขประเด็นที่มีหลักการซ้อนกันและแก้ไขข้อความที่มีการฉีกคำเพื่อให้มีความชัดเจนและสมบูรณ์ยิ่งขึ้น 4. ผลการนำเสนอรูปแบบการบริหารห้องสมุด 3 ดีของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรเขต 2 ต่อที่ประชุมกลุ่มสนทนาผู้มีส่วนได้ส่วนเสีย พบว่า ผลการวิเคราะห์ความเหมาะสมของรูปแบบในภาพรวมอยู่ในระดับมากที่สุด ส่วนความเป็นไปได้ในภาพรวมอยู่ในระดับมาก ด้านความเหมาะสม ความเป็นไปได้ ของคู่มือดำเนินการตามรูปแบบในภาพรวมอยู่ในระดับมาก ด้านความคิดเห็นและข้อเสนอแนะเพิ่มเติม ผู้มีส่วนได้ส่วนเสียกล่าวสนับสนุนรูปแบบการบริหารห้องสมุด 3 ดี ที่ใช้หลักการบริหารแบบมีส่วนร่วมและเสนอแนะให้เพิ่มเติมองค์ความรู้ลงในคู่มือดำเนินการตามรูปแบบเพื่อให้เกิดความเข้าใจยิ่งขึ้นในการนำไปปฏิบัติThe purposes of this research and development were to 1) investigate the current state, problems, and need in developing the 3-Good Library of the school under the Office of Yasothon Primary Educational Service Area 2, 2) examine the guidelines for developing the 3-Good Library of the school, 3) construct model for the administration of the 3-Good Library of the school, and 4) propose the constructed model of the 3-Good Library of the school. The research was carried out in 4 phases. Phase 1 investigated the current state, problems, and need in developing the 3-Good Library of the school. A total of 191 respondents were surveyed by a 5-point rating scale questionnaire yielding the reliability of 0.97. Phase 2 studied the guidelines for administering the 3-Good Library from 6 participants of the best practiced-libraries using structured-in-depth interviews. Phase 3 constructed the model of the 3-Good Library and the model manual using 5 experts. Phase 4 proposed the constructed model to 17 stakeholders through a focus group discussion for assessing the model’s and its manual’s suitability and possibility. The research findings were as follows: 1. The investigation of the current state in developing the 3-Good Library showed a high level in the overall and individual aspects of the administrative state. Individually, the administrator aspect was found to be highly practiced. The problems were at a moderate level of which the information system resource aspect was the most problematic. The need was at a high level, and the need in developing the information system resource aspect was the most desirable. 2. The participation of the involved bodies, the administrators being aware of the importance of library administration and service, the library having good atmosphere, and provision of sufficient instrument and activities meeting the need of library users were found to be the important guidelines for administering the 3-Good Library. 3. The constructed model of the 3-Good Library of the school consisted of 6 major and 55 minor components. The major components included 1) Objectives, 2) Principles, 3) System and Mechanics, 4) Work Operation, 5) Evaluation Guidelines, and 6) Success Conditions. The overall suitability and possibility of the model were at a higher level. Those of the overall manual were at the highest level. The repetition and incomplete statements were improved following the experts’ advice. 4. The experts were found to believe that the constructed model was at the highest level in its overall suitability and at a higher level for the possibility. The overall suitability and possibility of the manual were at a higher level. The stakeholders suggested that participatory administration of the 3-Good Library be included in the model and subsequently put into the manual as well.
